St. Croix Treasury Solutions was formed in November, 2008 with the goal of providing treasury operations, cash management, and investment management advice and solutions to businesses and non-profit organizations facing challenges brought on by the current financial crisis and rapidly changing banking environment.

Tracy Howard, founder and principal consultant, has extensive experience in cash management, treasury operations, investment operations and investment oversight. Ms. Howard has also worked with corporate debt including all aspects of servicing and compliance.
Implementing a new loan servicing system for a non-profit community development financial institution.
Evaluating an organization’s bank accounts and investments to reduce risk and improve yield.
Developing investment strategies for a captive insurance company’s excess cash reserves to improve returns and diversify risk.
Recommending an investment strategy for a grant award to ensure compliance with the requirements from the donor.
Before joining Wilary Winn, Ms. Howard worked at TPG Credit Management, L.P., a hedge fund specializing in distressed debt and unique asset portfolios, where she was part of a team of experienced professionals responsible for investment operations.
Prior to TPG Credit Management, Ms. Howard worked for Andersen Corporation. As Director of Treasury Services, Ms. Howard built the treasury operations department “from the bottom up,” and played a lead role in the company’s first-ever debt offering. As Investment Director, she developed and implemented investment policies for the pension, 401(k) and VEBA plans, as well as corporate cash.
Other work experience includes five years as manager of treasury operations for Dain Rauscher Incorporated, a Minneapolis based full-service brokerage firm; five years with US Bank as vice president and trust operations manager; and seven years in various positions related to investment portfolio analysis and management.
Ms. Howard holds an MBA from the University of St. Thomas, Minneapolis, MN and an undergraduate degree from Smith College,
Northampton, MA.
